Even if we hypothetically allow the possibility of Pegasus being a real creature, there are several legal and practical considerations to take into account if you decided to own and ride one.

Biology: On the other hand, if we assume a horse/bird chimera with the appearance of an equine but the physical attributes of a bird, the weight of such a creature could be significantly reduced. A modern horse weighs between 75 and 100 pounds, but a bird-like horse might weigh only 1/4 to 1/3 of that. If other musculoskeletal features were similar to those of a bird, it could potentially fly. However, such a creature would not be able to carry a human rider, making it of limited practical use.While the notion of Pegasus being a real, flight-capable creature is fascinating, it remains firmly rooted in mythology. The challenges and considerations outlined above highlight the complexity and impossibility of such a creature existing in the real world, at least in the form we usually imagine it.
